One of the greatest advantages of our English law is, that not only the crimes themselves which it punishes, but also the penalties which it inflicts, are ascertained and notorious; nothing is left to arbitrary discretion: the king by his judges dispenses what the law has previously ordained, but is not himself the legislator. How much therefore is it to be regretted that a set of men, whose bravery has so often preserved the liberties of their country, should be reduced to a state of servitude in the midst of a nation of freemen

Великое по истинне Аглинского нашего закона преимущество в том заключается, что в нем не токмо пороки, но и следующие по оным наказания точно определены и ограничены, и ничего на произволение Судейское не оставлено. Имеющий исполнительную власть Король, по представлению своих Судей, хотя и может [с. 200] смягчать казни, предписанные в законе; но при всем том он не есть законодатель сам. При таких выгодах нашего закона, и посреди всеобщей и всенародной вольности, не должны ли представляться жалостными такие люди, кои жертвуя жизнию за соблюдение вольности всенародной сами подвержены всегдашнему порабощению военного устава!
